Today the Togliatti City housing stock consists of 2,204 tenement houses having the total area of 13,702,800 m2.
In the structure of the housing stock, among the districts of Togliatti, the Avtozavodsky District is prevailing, representing 60% of the total area of the housing stock. The remaining districts – Central and Komsomolsk – represent 23% and 17% respectively.
The architecture of each district of the city is unique and unmatched. There are many multi-storeyed buildings of Stalin and Khrushchov periods. The wooden barracks that appeared during the construction of the Hydroelectric Power Station in 1980s, were demolished and replaced with modern multi-storeyed buildings. Among the architectural features is a part of Shlyuzovoy settlement, representing an integral ensemble of the Soviet classicism epoch, attracts the attention. This part of the town sometimes is referred to as “Miniature St.-Petersburg”.
Many private wooden houses that were moved over from the town of Stavropol are located in the Central part of Togliatti. They served as the basis in forming the so-called “private sector” consisting of 6,685 houses and covering rather large area – 665,500 m2. However, only some of them saved their original looks; now similar buildings are considered as the city architectural monuments. The majority of the multi-storey buildings of the district are the Khrushchov houses of various kinds, and only some residential blocks of the district have 9-, 14-, 16-floor buildings.
The largest city district is the Avtozavodsky District, the constrsuction of which started in 1960s and continues today, has been formed out of the typical blocks. The residential district, created for the AVTOVAZ builders and workers has become the first district in the country to be built without using the temporary houses and barracks. The blocks have 5-, 9-, 14- and 16- floor buildings of various layouts.
In general, the City is compact in its layout, comfortable for living with the availability of educational, medical institutions, sports premises and trade complexes, etc.
The City Housing and Public Utilities is a social and economic sphere of the city economy, the totality of the enterprises, services, engineering constructions and systems located over the territory of the city and designed to meet daily communal requirements of the population and enterprises, institutions, organizations, providing uninterrupted operation of enterprises and services of the Housings and Public Utilities sphere.
One of the fundamental parts of the Housings and Public Utilities is the engineering infrastructure, including a centralized water supply and water discharge, heating-, gas-, and electric power supply.
The layout solutions of the residential area of the city are represented by the territorial and isolated large districts that significantly have affected the formation of the engineering infrastructure.
