S&P Global Ratings International Agency Upgrades Samara Region Credit Rating

On Friday, August 9, one of the leading international rating agencies, Standard & Poors Global Ratings, published the results of the credit rating of Russian regions. According to its results, the Samara Region rose from the level of BB to BB + and received a rating of Stable.

The agency assigns the level of BB + to entities with optimal indicators of a balanced budget with a moderate level of debt burden. This indicator reflects the positive economic situation in the province and contributes to giving an additional impetus to increasing the investment attractiveness of the region.

According to representatives of the rating agency, the Samara Region managed to rise in the rating largely due to the balanced approach of the regions leadership and Governor Dmitry Azarov personally to the implementation of expenditures and an effective government debt management policy. The growth of tax revenues and the improvement of liquidity indicators also played a significant role. We note an improvement in the practice of managing the regions debt obligations in recent years: the repayment schedule has lengthened, management regularly conducts operations in the capital markets, including issues on the Russian bond market and has successful experience in attracting financing in adverse market conditions, analysts say agencies.

Currently, in terms of credit rating according to the scales of international rating agencies S&P and Moodys, the Samara Region is in the lead, second only to several regions: Moscow, St. Petersburg, the Moscow Region, the Yamalo-Nenets and Khanty-Mansi Autonomous Districts, the Republics of Bashkortostan and Tatarstan.

Recall that in February of this year, the Moodys Investors Service Ltd. International Rating Agency also increased the credit rating of the Samara Region from Ba3 to Ba2 with a stable outlook. Experts noted that the increase in the rating level reflects the positive processes in the economic and financial sphere of the Samara region that have occurred recently.

Raising credit ratings is a long-awaited event for the Samara Region - for more than 10 years, international rating agencies S&P and Moodys have not raised the provinces credit rating. Over the past two years, rating agencies have revised only forecasts of changes in the rating of the Samara Region and were in no hurry to make a decision. It was very important for reputable rating agencies S&P and Moodys all over the world to see the steady dynamics of improving the indicators of financial and economic development of the region in recent years and to verify the effectiveness of the policy of the regional leadership. The rating upgrade is a visible confirmation of systematic work in this direction.

Investors will be offered a project for the construction of a river station in Samara for 700 million rubles

The Investment Promotion Agency of the Samara Region, together with the Ministry of Economic Development and Investment, is preparing an investment proposal for participation in the construction of a river station in Samara. The corresponding order was given by the Governor of the Samara Region Dmitry Azarov. The development of the project for this facility was completed in 2017. It provides for the construction of a three-story building with a total area of 6825 square meters. The maximum capacity of the river station is designed for 700 people per hour. The total project cost is 700 million rubles.

The projected building of the river station is located on a high slope of the banks of the Volga River and is clearly visible from a significant part of the river water area. The composition of the building is aimed at creating a light, dynamic and high-tech structure, characteristic of the world experience in construction in resort complexes and transport facilities, the description of the project documentation says.

The proposed layout of the river station building involves a clear functional zoning, taking into account the safety requirements of the facility. Thus, in the passenger compartment area of a primary importance, the project provides for the placement of a lobby, a cash room, a waiting room, a room for passengers with children, lockers and offices of the river cruise sales center. The area of the passenger waiting room can also be used for exhibitions, presentations and conferences.

The additional passenger service zone is designed to accommodate public catering enterprises, a medical center, and retail stalls. To accommodate the staff of the river station, a zone of office and auxiliary premises is provided. It is also planned to place a built-in underground car parking for 51 cars in the building.

According to the proposed planning decisions, the building of the new river station should become the visiting card of the city for passengers arriving by river transport, for tourists choosing river walks, as well as a landmark for local residents and guests of the city walking along the embankment of the Volga River.

The management company begins the implementation of the second phase of the Stavropolsky Industrial Park

In the Stavropolsky Industrial Park work is underway on infrastructure support for the second stage of the investment site. According to the general director of the management company LLC Perspektiva-Park Gennady Mitichkin, at present, all organizational issues regarding power supply and gas distribution networks of an area of 86 hectares have been practically resolved with generating companies and suppliers. This will fully provide the necessary resources for potential investors - future residents of the park.

A high level of energy equipment for the investment site was made possible due to the fact that there is a well-developed engineering infrastructure in the area of the Stavropolsky industrial Park, including power supply networks, gas pipelines, gas distribution networks of SVGK LLC, technical water supply networks and treatment facilities. The park is also provided with natural building materials, as there are mountain sand quarries, storage areas for river sand and granite rubble nearby, said Gennady Mitichkin.

Stavropolsky Industrial Park is one of the main sites of industrial development of the Stavropolsky municipal district. The territory of the park is located within the boundaries of Zelenovka on the lands directly adjacent to the urban district of Togliatti. The total area of the park is 118 hectares, of which 22 hectares are already occupied. At present, the first stage of the Volga Logopark has been located on its territory and adjacent lands, a site has been formed for the design and construction of a gas refueling complex of Gazprom Gazomotornoye Toplivo LLC with an enterprise for the conversion of heavy vehicles for gasmotor fuel and maintenance of gas equipment, service centers for maintenance heavy vehicles DAF and Mercedes. Residents of the park created 530 jobs. The expected number of jobs created with the full filling of the industrial site is 4,000 people.

The investment site of the industrial park is an extremely attractive place to host enterprises and organizations operating in the following areas:

- Warehouse Logistics,

- Road transport and service,

- Production of automotive components,

- Production of building materials,

- Enterprises of the chemical, pharmacological industry,

- Energy-intensive industries and enterprises using natural gas as raw materials.

The main advantages for residents in the implementation of investment projects in Stavropolsky Industrial Park include its extremely favorable location. The city of Togliatti is located 2 km from the investment site, 5 km to Zhigulevsk and 70 km to Samara. At the same time, important transport infrastructure facilities are located very close - only 200 meters to the federal highway, 7 km to the Togliatti river port, the Khimichesky railway junction is 3 km from the industrial park, and 35 km to the Kurumoch International Airport.

In addition to addressing the challenges of developing an industrial park, the management company, Perspektiva-Park LLC, provides assistance to residents throughout the entire range of relations with energy supplying organizations and state authorities.

In order to increase investment attractiveness and attract new residents to FE Stavropolsky, the management company Perspektiva-Park LLC entered into a Cooperation Agreement with the Administration of the Stavropolsky municipal district and signed an agreement with the Investment Promotion Agency of the Samara Region.
